Preparing Your Selective Licensing Application
When do I need to apply for a licence?
From 12 June 2025, the council will invite landlords to apply for a licence via our website. There will be a three-month window for applications, allowing landlords time to gather the necessary documents and ask any questions before the Selective Licensing Schemes become enforceable on 13 September 2025. The licensing schemes will remain in effect until 12 September 2030 or until Mansfield District Council revokes them, whichever comes first.
How do I apply for a licence?
You will be able to apply for a licence and submit your application and relevant documentation online.
For landlords who cannot access online services you can submit a paper copy at an additional charge of £120.

Applications for Selective Licensing open on 12 June 2025, and we encourage landlords to start getting ready now. One of the first steps is to review the Selective Licensing conditions so you understand all your obligations as a landlord. These conditions can be found [here].
You will also need several documents and pieces of information ready before you apply:

Valid Gas Safety Certificate (CP12) and Electrical Installation Condition Report (EICR) We know that incorrect certification is one of the main reasons Selective Licensing applications fail. Please look at the examples below to make sure your certificates correct

Proof of address for the proposed licence holder (e.g. Driving Licence, Bank Statement, Council Tax Statement, Utility Bill). If the proposed licence holder is a limited company, this is not required. Where there is a non-LLP partnership, you must provide proof of address for each partner.

Details about the proposed licence holder(s) and manager(s) (names, addresses, contact details).

Contact details for anyone else with an interest in the property, such as owners, leaseholders, freeholders, or mortgage companies.

Confirmation and date that you have informed everyone with an interest in the property about the application.

Property details, including age, number of rooms/bedrooms/bathrooms, fire safety measures, and how the property is managed.

Accreditation number if the licence holder/manager is accredited.
By getting these documents and details organised in advance, carrying out any necessary inspections or remedial work, and staying up to date with your legal obligations, you will help protect your tenants and ensure a smoother licensing process when the application window opens.
How much will a licence cost?
The full cost of a licence is £800, split into two parts:
- Part A (application fee): £500
- Part B (issuing fee): £300
Will there be any discounts for responsible landlords?
Yes. If you apply before 12 September 2025, you will receive a £50 discount. If you are also a member of a recognized accreditation scheme, you will receive a further £100 discount. This reduces the total license fee to £650.

What if I don’t apply for a Licence?
If you fail to apply or obtain a licence, you could face an unlimited fine or a civil penalty of up to £30,000. Breaching licence conditions may result in a fine of up to £5,000 or a civil penalty. The council can also apply for a Rent Repayment Order to recover up to 12 months’ worth of housing benefit paid during any unlicensed period.
