Why are we considering Selective Licensing?
A Selective Licensing scheme gives the council the power to make private rented homes better for people to live in. The scheme would make it mandatory for landlords to have licenses for each of their private rented properties, and it will require landlords to meet a minimum standard of accommodation for residents.
Selective Licensing can be implemented to address a range of issues, including low housing demand, anti-social behaviour, high migration levels, poor housing conditions, significant deprivation, and high crime rates. We believe that one or more of these challenges may be affecting your area, and we want to hear your views.
The council is considering selective licensing to improve housing standards, address anti-social behaviour, and enhance property management. This initiative aligns with Mansfield District Council’s "Towards 2030" strategy, which aims to enhance health, wellbeing, community safety, and economic growth by upgrading poor-quality private rented homes and targeting rogue landlords.
Selective licensing can ensure residents have access to safe, healthy homes, thereby improving overall community conditions and health outcomes. These efforts collectively aim to create safer, sustainable neighbourhoods, better access to homes, more welcoming communities, and improved living conditions and property management.
Councillor Anne Callaghan, Portfolio Holder for Housing, said: “We are asking tenants, businesses, and landlords for their views on a new selective licensing scheme in Mansfield.
“A key priority for the council is to ensure all our residents have a safe and suitable place that they can call home in Mansfield.
“Through this proposed scheme, we could make real changes for residents and work with landlords to not only make their homes safer but to improve the standard of living for hundreds, if not thousands, of residents.

Selective Licensing Public Consultation
Mansfield District Council is committed to improving housing and property management conditions in our town. To achieve this, we are considering introducing Selective Licensing in targeted areas. If you are a resident, landlord or business that lives or operates in or around the proposed designated area, then your feedback is crucial to help us make an informed decision on whether Selective Licensing would benefit the area.
To introduce selective licensing, we need to consult with people who may be affected by the scheme, including residents, landlords, and businesses with properties in or near the area of the proposed designation. You can see the areas that we have proposed below where you will also find the link to complete the consultation questionnaire.

The council is conducting a 10-week consultation on the proposed Selective Licensing scheme, running from 7th October 2024 to 16th December 2024.
