Mansfield District Council submitted the Mansfield District Local Plan 2013 - 2033 together with the representations received and other relevant supporting documents, to the Secretary of State for Housing Communities and Local Government on Wednesday 19th December 2018 for independent examination.

All documents, including the representations to the Publication Draft Local Plan can be viewed below.

Hard copies of the submitted Local Plan, the Sustainability Appraisals, Policies Map and Consultation Statement are available to view at Mansfield District Council, Civic Centre, Chesterfield Road South, Mansfield, NG19 7BH.

A copy of the documents will also be available at all libraries within the district and Warsop Town Hall during normal opening hours (Monday - Thursday 8.30am-5 pm and Friday 8.30am -4.30pm), after the Christmas period.

The Inspector

Planning Inspector; Sarah Housden BA(Hons) MRTPI has been appointed to undertake an independent examination into the soundness of the Mansfield Local Plan (the Plan).

The Inspector's task is to consider the soundness of the submitted Plan, based on the criteria set out in paragraph 182 of the National Planning Policy Framework (the Framework). The relevant soundness criteria are whether the Plan is: 1 - positively prepared (based on a strategy that seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development); 2 - justified (the most appropriate strategy when considered against the reasonable alternatives, based on proportionate evidence); 3 - effective (the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities); and 4 - consistent with national policy(the plan should enable the delivery of sustainable development in accordance with the policies in the Framework). 

The Inspector will take into account the representations submitted upon the Publication Draft Plan as far as they relate to soundness considerations. A number of informal debates will take place on the principal matters identified by the Inspector these are termed Hearing Sessions.

At the end of the Examination, the Inspector will prepare a report to the Council with precise recommendations, these recommendations may include modifications to the Plan, if such a request is made by the Council.

The Programme Officer

The Programme Officer, Ian Kemp, will act as the contact for any person who has an interest in the Examination and as a liaison between the Inspector, Council and Representors.

He is an independent Officer of the Examination and works on behalf of the Inspector to organise and manage the administrative and procedural elements of the Examination process. All statements will also be submitted through him.

Any matters that anyone wishes to raise with the Inspector should be submitted via the Programme Officer.

The following written statements have been received in response to the Inspector's Matters, Issues and Questions:

Matter 1 - Duty to Cooperate (DtC) and Other Legal Requirements

Matter 2 - Local Plan Vision, Issues and Objectives, spatial strategy, settlement hierarchy and the distribution of employment and housing land

Matter 3 - Whether or not the plan will secure high quality sustainable design and safeguard and enhance the District's landscape character, natural and historic environment 

Matter 4 - Whether or not the approach to assessing housing and employment needs and the housing and employment land requirements are robustly based and consistent with national policy

Matter 7 - Whether or not the plan will contribute to the vitality and viability of Mansfield town centre, the District Centres and Local Centres

Matter 8 - Whether or not the plan makes appropriate provision for new infrastructure to support the level of new development proposed

Matter 9 - Whether or not the plan would be viable and deliverable within the plan period and whether the arrangements for monitoring are robust
