We are advising business owners to be on their guard to avoid falling victim to fraudulent attacks by phone, text, email or online during this COVID-19 situation and to treat any requests for personal or financial information with extreme caution.

New lockdown grant announced for businesses in the retail, hospitality and leisure sectors - Closed Businesses Lockdown Payment

The Chancellor, Rishi Sunak announced a new grant to help retail, hospitality and leisure businesses affected by the 5 January 2021 lockdown get through the months ahead.

This lump sum grant will be paid on top of the Local Restriction Support Grant (Closed Addendum) Grants paid for the 5 January 2021 national lockdown.

It is payable to the person listed as the ratepayer on the Council’s Business Rates records (even if you pay nothing due to discounts and reliefs). 

Amounts payable

Businesses occupying properties on the rating list with a rateable value of:

  • Exactly £15,000 or under will receive a payment of £4,000
  • Over £15,000 and less than £51,000 will receive a payment of £6,000
  • Exactly £51,000 or above will receive £9,000.

Exclusions

  • Businesses that are able to conduct their main service because they do not depend on providing direct in-person services from premises and can operate their services effectively remotely (e.g. accountants, solicitors)
  • Businesses in areas outside the scope of the national restrictions, as defined by Government, are also excluded
  • Businesses that have chosen to close but not been required to will not be eligible for this grant
  • Businesses that were in administration, are insolvent or where a striking-off notice has been made are not eligible for funding under this scheme

State Aid and Taxation

The Closed Businesses Lockdown Payment is classed as state aid and is subject to overall state aid limits.

  • Payments made can be provided under the De Minimis rules up to €200,000 threshold to any one organisation over a three fiscal year period (i.e. your current fiscal year and previous two fiscal years. Where the De Minimis threshold has been reached may be paid under the COVID-19 Temporary Framework for UK Authorities (threshold €800,000).
  • Aid may be granted to undertakings that were not in difficulty (within the meaning of Article 2(18) of the General Block Exemption Regulation) on 31 December 2019, but that faced difficulties or entered in difficulty thereafter as a result of the COVID-19 outbreak. This undertaking in difficulty test does not apply to small and micro undertakings (less than 50 employees and less than EUR 10 million of annual turnover and/or annual balance sheet) unless they were already in insolvency proceedings, have received rescue aid that has not been repaid, or are subject to a restructuring plan under State aid rules.

If your business has reached the State Aid limits detailed above, we may still be able to assist you with aid for uncovered fixed costs under Section 3.12 of the Temporary Framework which applies from 8 December 2020 (not retrospectively) but we will require additional information and evidence from you. Please contact LRSG@mansfield.gov.uk for further advice or speak to your financial adviser.

Grant income is treated as taxable income but tax will only be payable where the business makes a profit. 

How to receive the grant

We will be contacting businesses who previously received a Local Restriction Support Grant (Closed Addendum) Grant for the November 2020 national lockdown to confirm their ongoing entitlement to payments, including the Closed Business Lockdown Payment. If you have not been contacted by 20 January 2020, please contact us at LRSG@mansfield.gov.uk to let us know so we can assist you.

If your business has yet to apply for the Local Restriction Support Grant (Closed Addendum) Grant for the November lockdown, please use the apply for a mandatory grant button below to apply and we will then use the information provided to pay any of the closed business grants (including the Closed Business Lockdown Payment) that your business is eligible for (Please note that if you wish to be considered for a Christmas Support payment for wet-led pubs, a separate application is required (please see below)).

This scheme will close for applications on 31 March 2021.


Local Restrictions Support Grant (Closed) and (Closed Addendum)

The mandatory Local Restriction Support Grant (Closed) and (Closed Addendum) scheme assists eligible businesses that are legally required to close due to COVID-19 restrictions.

Initially the (Closed) scheme supported eligible businesses required to close under the Tier 3 restrictions that affected the Mansfield area from 30 October 2020. The scheme was modified to support businesses legally required to close under the November 2020 national lockdown which was in force from 5 November 2020 to 1 December 2020. This is the (Closed Addendum) scheme

When the Mansfield area moved into the new Tier 3 on 2 December 2020, the (Closed) scheme was modified and we identified from previous applications, those businesses that may have been eligible to receive further payments under Tier 3. An email was issued to those businesses inviting them to confirm their eligibility and payments have been issued covering the period 2 December 2020 to 29 December 2020 inclusive.

The Mansfield area was placed into Tier 4 from 31 December 2020 under a further (Closed Addendum) scheme which applied until the January national lockdown was announced which applies to grants from 5 January 2021 for a 42 day period. 

It is our intention to make payments to business to reflect the position under each scheme from 30 December 2020 to bring them up to date. Pro rata payments will be made for the last day of Tier 3 (30 December 2020) and the short period of Tier 4 (31 December 2020 to 4 January 2021). The national lockdown (Closed Addendum) grant payment will be paid as a lump sum along with the Closed Business Lockdown payment announced by the chancellor. We will advise grant recipients of the breakdown of grants awarded when payment is issued.

We will be contacting businesses who previously received a Local Restriction Support Grant (Closed Addendum) Grant for the November 2020 national lockdown to confirm their ongoing entitlement to payments. If you have not been contacted by 21 January 2020, please contact us at LRSG@mansfield.gov.uk to let us know so we can assist you.

The Government has advised that there is an application closure date linked to the January 2021 (Closed Addendum) grant payments. Applications must be made by 31 March 2021.

If your business is registered for Business Rates (even if you have nothing to pay) and has not yet applied for mandatory (Closed) grants for the periods that you were legally forced to close during the October 2020 Tier 3 restrictions, the November 2020 National lockdown onwards, please make your claim as soon as possible using the Apply for a Mandatory grant button below as the Government may close those schemes at some point in the future. Once you make your application we will use the information to pay all of the Closed / Closed Addendum grants that you are entitled to.

Local Restrictions Support Grant (Sector)

Businesses in the Council’s Business Rates list that have been legally required to remain closed continuously since March 2020, such as nightclubs are eligible for mandatory funding from the Local Restrictions Support Grant (Sector) scheme which applies from 1 November 2020 (The scheme is always overridden by the Local Restriction Support Grant (Closed Addendum) during periods of Tier 4 restrictions and national lockdown).

If you pay Business Rates for your premises and you have not already claimed a Local Restriction Support Grant (Sector) payment for the period 1 November to 4 November 2020 and the periods closed under the November 2020 national lockdown onwards, please apply for a mandatory grant using the button below. We will then use this information to award any grants your business is entitled to.

If you have already received your Local Restrictions Support Grant (Sector) grant payments and have been legally required to stay closed after the previous November 2020 lockdown ended on 2 December, we will have contacted you in December and paid your Tier 3 Sector grant up to and including 29 December 2020. We will shortly be contacting you again to confirm your ongoing entitlement to payments under the Closed Addendum schemes from 30 December 2020 onwards. If you have not been contacted by 21 January 2020, please contact us at LRSG@mansfield.gov.uk to let us know so we can assist you.

Christmas Support Payment (CSP) - for wet-led pubs

(Closing Date for applications 31 January 2021)

The scheme announced by the Government is for establishments that predominantly serve alcohol rather than food (wet-led).

The Christmas Support Payment will be a one-off flat rate payment of £1,000 for December 2020 and is payable to the ratepayer of eligible businesses on top of any other COVID-19 grants they are eligible to receive.

As part of the application process, applicants will be asked to self-certificate that their business income is predominantly wet-led but we may request evidence to support this.

Local Restrictions Support Grant (Open)

An application window is now open from 18 January 2021 and will close at 5pm on 12 February 2021.

The Government provided discretionary funds to the council called Local Restrictions Support Grant (Open) aimed at supporting businesses in the hospitality, hotel, bed and breakfast, and leisure sectors that were not legally forced to close under the October 2020 Tier 2 and 3 restrictions but were severely impacted by the localised restrictions on socialising that were put in place to manage COVID-19.

The Local Restrictions Support Grant (Open) scheme is suspended during periods when Tier 4 and national lockdowns are in place.

Local Restrictions Support Grant (Open) funding was available on a pro rata basis from 14 October 2020 up to and including 4 November 2020 when national restrictions started and the mandatory national lockdown grant scheme took over. Funding is also available for the Tier 3 restriction period from 2 December 2020 when the national lockdown was lifted until 30 December 2020 as Tier 4 restrictions started on 31 December 2020 followed by the latest national lockdown which started on 5 January 2020.

Additional Restrictions Grant

An application window is now open from 18 January 2021 and will close at 5pm on 12 February 2021.

The Government has provided further discretionary funds to the Council called the Additional Restrictions Grant. We worked alongside other Local Authorities in the Nottinghamshire area to devise the framework of a discretionary grant scheme which was focused on supporting existing businesses by grants on top of the payments they received from the mandatory Local Restrictions Support Grant (Closed) scheme, along with additional funding for other businesses (Ratepayers and non-ratepayers) or the self-employed in the affected sectors and the supply chains.

The categories of businesses that are eligible to apply has been amended to include additional categories.

Discretionary LSRG/ARG form


Business Rates Holiday for Retail, Hospitality and Leisure

Businesses in the retail, hospitality and leisure sectors in England will not have to pay business rates for the 2020-21 tax year. Businesses that received the retail discount in the 2019-20 tax year will be rebilled by their local authority as soon as possible.

You will be eligible if your business is based in England and your business is in the retail, hospitality and/or leisure sector. Properties that will benefit from the relief will be those that are wholly or mainly being used:

  • as shops, restaurants, cafes, drinking establishments, cinemas and live music venues,
  • for assembly and leisure, or
  • as hotels, guest and boarding premises and self-catering accommodation.

There is no action for you. We will apply the business rates holiday to your bills.

Business Rates Holiday for Childcare Nurseries

Nurseries in England do not have to pay business rates for the 2020-21 tax year. Properties that will benefit from the relief will be those occupied by providers on Ofsted’s Early Years Register and are wholly or mainly used for the provision of the Early Years Foundation Stage.

There is no action for you. We will apply the business rates holiday to your bills.
