Residents, businesses and community organisations are being invited to comment on the latest draft of the Mansfield Local Plan Review, which will guide how the district grows and develops up to 2043.
The Publication Draft sets out a positive vision for Mansfield as a healthier, greener and more vibrant place to live, work and enjoy. It will help determine where new homes are built, where businesses can grow, what infrastructure is required and how the district’s natural and historic environment will be protected.
A central priority is making sure Mansfield has the homes it needs now and for future generations. The plan provides for at least 9,900 new homes between 2023 and 2043, including affordable housing, homes for older people and opportunities for people who want to build their own home.
The proposed approach supports housing growth across Mansfield and Warsop Parish. It continues to support the strategic developments at Pleasley Hill Farm, land off Jubilee Way and Berry Hill, alongside a range of other proposed housing sites. Together, these sites are intended to provide homes, employment land, local facilities, green infrastructure and transport improvements.
This is the latest stage in an extensive process of public engagement. The council consulted on the Issues and Opportunities Report in 2023 and on the Regulation 18 Local Plan Review in 2025. Comments from residents, businesses, landowners, organisations and other stakeholders have been considered alongside updated evidence and technical studies, helping to shape the plan now being published.
The Publication Draft also places sustainability at the heart of future growth. Its policies support renewable energy, energy efficiency, sustainable drainage, green infrastructure, biodiversity net gain and measures to reduce flood risk. New development will be expected to help create a more resilient district while protecting landscapes, wildlife habitats, green spaces, rivers, heritage assets and local character.

“It is really important that Mansfield has an up-to-date Local Plan because it is the legal and strategic foundation for deciding planning applications, shaping growth, and protecting local priorities. When a Local Plan is out of date, the Council loses control over where and how development happens and faces a much higher risk of unwanted, speculative approvals.
Building the right homes in the right places is essential to Mansfield’s future. We need good quality homes that meet the different needs of our communities, support regeneration and give future generations the opportunity to build their lives here.
The government has raised all district council’s targets across the country to correct years of under supply that has led to the market being dominated by high private rental properties. We need to give the aspiration of ‘owning your own home’ back to our young people or at least the opportunity of more affordable rental properties, that may help them to eventually get on the first rung of the housing ladder.
This plan is not simply about the number of homes we need. It is about creating sustainable neighbourhoods supported by roads, healthcare, green spaces and other essential infrastructure. Having an up-to-date Local Plan gives the Council the strongest basis to approve good schemes and refuse harmful ones.

Growth will be supported by an Infrastructure Delivery Plan, which identifies the facilities and services required as the district develops. New development will contribute towards road improvements, sustainable travel, education, healthcare, open space and recreation.
The Publication Draft was presented to Full Council on Thursday 24th September and the consultation will run from 29 September 2026 until Tuesday 10 November 2026. This is the opportunity to comment on the Publication Draft before the plan, the consultation responses and the supporting evidence are submitted back to Full Council and then to the Planning Inspectorate for independent examination. Comments need to be focused on whether the Local Plan Review is legally compliant, sound, and compliant with the duty to cooperate,
