Consultation

We are preparing a new local plan to provide an up-to-date strategy to deliver new homes, employment, commercial and community facilities in the area whilst protecting the historic and natural environment. The new local plan, when adopted, will replace the current Mansfield District Local Plan 1998 and be in place until 2033.

Local Development Scheme

The Local Development Scheme (LDS) sets out the programme for the preparation of the local plan and related documents. It includes information about what each document will cover. The new LDS was adopted on 10 April 2017 and will be kept as a live document, updated with more specific information as work progresses.

Local Plan Scoping Report

The pdf icon Local Plan Scoping Report [4Mb] set out what we thought the Local Plan should include. The pdf icon The Scoping Report - Statement of Consultation [1Mb] provides a summary of what you said and how we took your comments on board in the preparation of the Local Plan Consultation Draft.

Local Plan Consultation Draft

The pdf icon Local Plan Consultation Draft [14Mb] report built on previous consultation exercises (see Previous work and next steps) and informs the final version of the local plan. It was available for public consultation between 11 January and 22 February 2016, and 3 August and 14 September 2016 under Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012. We are currently working through all the responses that we received during the consultation periods and will be producing a consultation statement which will provide a summary of all the issues raised and the council's response. This will appear here in due course. To ensure you are kept up to date on the next stages of the plan, please visit consultation on planning policies for information.

Local Plan Preferred Options

This document will address comments made on the vision, objectives and housing and employment sites in the Local Plan Consultation Draft. Consultation will be happening during autumn 2017.

Sustainability Appraisal (SA)

The local plan has to be accompanied by a Sustainability Appraisal report. Sustainability appraisal is an ongoing process undertaken throughout the preparation of a plan or strategy. Its purpose is to assess how well the emerging policies or proposals will achieve environmental, social and economic objectives.

Documents produced so far are:

Habitats Regulations Assessment (HRA)

Habitat Regulation Assessment is required under European law to ensure planned development does not negatively affect areas that contain protected species and habitats of European importance.

There are currently no areas within Mansfield but we have to make sure development has no impact upon the Birklands and Bilhaugh Special Area for Conservation (SAC), which is located just outside of the district.

Previous work and next steps

Previous work on the local plan includes:

Following the consultation period on the Local Plan Preferred Options we will review all the comments before finalising a Publication Draft Local Plan for further consultation.

Then, a Submission Local Plan and all comments received will then be submitted to the Secretary of State who will appoint an Inspector to carry out an independent exmination of the proposed local plan.

After we receive the Inspector's report we will be able to adopt the Local Plan. That document will become the statutory planning document (development plan) for the district and be used to guide decisions on planning applications and support our proposals for investment and regeneration.
