About Your Council
- The Local Government Act 2000 required councils to adopt new political management structures and to move away from the traditional committee style of decision-making, where all councillors had a formal decision making role, to one of four executive models. Following the receipt of a petition to hold a referendum on the style of executive model to be adopted, a local referendum was held in May 2002, which resulted in the Elected Mayor and Cabinet style of Executive arrangements being implemented in the Authority from October 2002.

- Corporate Director and Head of Service - Delegated Decisions
- As well as Councillors making decisions for the Council, senior officers are also delegated with powers to take certain decisions. Pl ease find below all the officers and their respective job titles effective 1 April 2011.Their decisions are attached on the right side of this page.

Democratic Services
- Part of the Corporate Administration Department, the section provides support to the Council, Cabinet, Statutory Committees and the three Select Commissions which undertake the Overview and Scrutiny function. Support is also provided to the Elected Mayor, Portfolio Holders, Chairman of the Council as well as individual members of the Council.

- Meet Your Local Councillor Scheme (MYLC)
- Mansfield District Council holds a 'Meet Your Local Councillor' session approximately once every 2 months around various convenient locations throughout the district.

- The Council adopted a new Code of Conduct based on the seven Nolan Principles of Public Life on 4th July 2012.The Code governs the disclosure of Disclosable Pecuniary Interest of the Executive Mayor and all the elected members together with the registration of members' interests

- Monitoring Officer
- What is a Monitoring Officer? The Monitoring Officer role is undertaken by a senior officer within all local authorities throughout England. At Mansfield District Council the Monitoring Officer's role is undertaken by the Head of Corporate Administration.

- This page explains how members of the public and non-executive members can ask questions at meetings of the Executive, when executive or delegated decisions are taken by individual Executive members and at meetings of the Council.

- Regulatory and other Committees
- The Council's Statutory Committees make decisions on regulatory issues each of them each deals with a specific area. By law these committees have to be independent from The Executive.

- Select Commissions for Overview and Scrutiny
- The Select Commissions are not decision-making bodies, but do have the power to influence, investigate and persuade. Scrutiny is evidence-based, unaffected by political bias and provides non-executive members with an important role in the running of the Council.

- Standards Committee
- The general functions of the Standards Committee are to promote and maintain high standards of conduct within the council and to assist elected members to observe the code of conduct and ensure their official business is open, fair and transparent.

- Managing Director Delegated Decisions
- As well as Councillors making delegated decisions on behalf on the Council, chief officers such as the Managing Director are also delegated with powers to take certain decisions. - Wards and Areas within Mansfield District Council
- Mansfield District is divided into 36 wards with each ward being represented by a single councillor. Mansfield District Council is also a Mayoral Authority and the elected Mayor (Tony Egginton) is democratically accountable to all residents of the District irrespective of the ward.

How Decisions Are Made
- The Executive Mayor and all Councillors meet together as the Council to receive reports and recommendations from the Cabinet and Committees. The Council sets the Policy Framework and Budget for the Authority each year. A list of the functions and responsibilities of the Council can be found in Part 3 of the Council's Constitution.

Mansfield District Council Constitution
- Mansfield District Council has agreed a Constitution which sets out how the Council operates, how decisions are reached, what procedures are followed to ensure that these are efficient, transparent and accountable to local people and is divided into 16 articles which set out basic rules governing the council's business.Some of these processes are required by the law, while others are a matter for the Council to choose.
