How Decisions Are Made
The Executive Mayor and all Councillors meet together as the Council to receive reports and recommendations from the Cabinet and Committees. The Council sets the Policy Framework and Budget for the Authority each year. A list of the functions and responsibilities of the Council can be found in Part 3 of the Council's Constitution.

At meetings of the Council there is an opportunity for members of the public to submit written questions and speak, the rules governing this opportunity are contained within Part 4 of the Council's Constitution. Meetings of the Council are chaired by the Chairman of the Council who is elected by all members of the Authority to the position for a 12 month period at the Annual Meeting which is usually held in May each year. The ExecutiveThe Executive comprises the Executive Mayor and a Cabinet of between 2 and 9 Councillors, who are appointed by the Executive Mayor. The Executive is responsible for most of the day to day decisions affecting the running of the Authority. The Executive makes decisions about matters that fall within their executive responsibilities, further details about these responsibilities can be found in Part 3 of the Council's Constitution. In carrying out their duties the Executive has to make decisions that are in line with the Council's Policy Framework and Budget. If the Executive wish to make a decision that is outside of the Policy Framework or Budget, this matter must be referred to the Council as a whole to decide, as set out in the Constitution. |
