Conditions / Reason for Refusal: SUMMARY OF REASONS FOR DECISION In the opinion of the Local Planning Authority, the proposal, as restricted by conditions, is in accordance with Saved Policy BE3 [28/09/2007] of the Adopted Mansfield District Local Plan 1998, meeting the relevant objectives and criteria. The development will not cause a detrimental impact on the character, architectural merit and historical interest of the listed building, and there are no other material considerations that indicate that a decision should be taken at variance with the above policy or guidance. SUMMARY OF RELEVANT POLICES Saved Policy BE3 [28/09/07] of the adopted Mansfield District Local Plan - Seeks to ensure planning permission and listed building consent is only granted for works to listed buildings which would not adversely affect its character, architectural merit or historic interest. National Planning Policy Framework 2012 - sets out the Government’s planning policies for England and how these are expected to be applied.

(1) Condition: The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

(2) Condition: This permission shall be read in accordance with the following plans: Location Plan 1:1250 scale, received 24/04/2012 Block Plan 1:200 scale (Drawing no. 6), received 24/04/2012 Proposed External Elevations (Drawing no. 2 Rev A), received 24/04/2012 Proposed Floor Plans (Drawing no. 1 Rev A), received 24/04/2012 Design and Access Statement, Planning Statement and Heritage Statement, received 24/04/2012 Application Forms, received 24/04/2012 The development shall thereafter be undertaken in accordance with these plans unless otherwise agreed in writing by the Local Planning Authority.

(3) Condition: Prior to the commencement of development, details of the external facing materials to be used for the rear extension hereby approved shall be submitted to and approved in writing by the Local Planning Authority. The development thereafter shall be undertaken in accordance with the approved sample.

(4) Condition: The mortar to be used for re-pointing of stonework shall be lime based. Details of the exact mortar mix to be used shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The development thereafter shall be undertaken in accordance with the approved details.

(5) Condition: Prior to the commencement of development, details of any replacement internal doors shall be submitted to and approved in writing by the Local Planning Authority. The development thereafter shall be undertaken in accordance with the approved details.

(6) Condition: Prior to the commencement of development, details of the return panels to be installed within the front entrance door recess shall be submitted to and approved in writing by the Local Planning Authority. The development thereafter shall be undertaken in accordance with the approved details.

(7) Condition: Prior to the commencement of any works, an annotated photographic record of the building shall be undertaken of all the historic rooms, elements and external elevations. The recorded details shall be submitted to the Local Planning Authority prior to the commencement of works.

(8) Condition: Prior to the commencement of development, details of the colour of the external windows and doors shall be submitted to and approved in writing by the Local Planning Authority. The development thereafter shall be undertaken in accordance with the approved details.

(9) Condition: Notwithstanding the submitted plans and prior to the commencement of any works, details of the recessing of the blocked door opening and the opening up of the window to the ground floor shall be submitted to and approved in writing by the Local Planning Authority. The development thereafter shall be undertaken in accordance with the approved details.

(1) Reason: In accordance with Section 18 of the Listed Buildings Act 1990, as amended S51(4) of the Planning and Compulsory Purchase Act 2004.
