| Conditions / Reason for Refusal: |
(1) Reason for Refusal: The advertisement is contrary to the guidance contained within paragraph 67 of the National Planning Policy Framework 2012 as it is considered to be overly large and extremely prominent and conspicuous within the street scene due to its size and positioning and would therefore be detrimental to the visual amenity and the character and appearance of the surrounding area in general.
(2) Reason for Refusal: The proposal is contrary to Saved Policy BE15 (28/09/07) of the Mansfield District Local Plan (1998) which states:
BE15 CONSENT FOR POSTER ADVERTISEMENT HOARDINGS WILL BE GRANTED PROVIDED THAT THEY WOULD MEET ALL OF THE FOLLOWING CRITERIA:-
1) NOT RESULT IN LOSS OF AMENITY;
2) NOT CREATE A TRAFFIC SAFETY HAZARD;
3) RELATE IN SCALE AND DESIGN TO THEIR SURROUNDINGS.
THE DISTRICT COUNCIL WILL NOT RENEW TEMPORARY PLANNING PERMISSIONS FOR ADVERTISEMENT HOARDINGS IF THEY DO NOT SATISFY ALL THE ABOVE REQUIREMENTS. POSTER ADVERTISEMENTS ARE NOT APPROPRIATE IN CONSERVATION AREAS.
The proposed sign would be contrary to criteria 1 and 3 of the above policy as, by reason of its size, positioning and design, it would have a detrimental impact upon the building on which it would be displayed, the street scene and the surrounding area in general. Furthermore, the approval of advertisement consent for such signage would set a precedent for similar signage within Mansfield District to the further detriment of visual amenity.
