Mansfield Community Parade statement - Friday 8 June 2018

Mansfield District Council would like to clarify its involvement in the Community Parade.

The event organisers are Mansfield Rotary Club and the Sister Cities Association.  The role of the council has been to offer guidance and support to the organisers by way of the multi-agency Safety Advisory Group (SAG). However, responsibility for the management and oversight of the event rests with the organisers and not with the council or its officers.

The Executive Mayor Kate Allsop was invited by the organisers to participate in the parade and the Rotary Club wrote to the council on 26 April requesting financial support for the parade to facilitate road closures and public safety.

Having carefully considered the arrangements for the proposed parade, the SAG was not satisfied that the safety of the public was adequately protected and therefore could not support the parade.

The council is committed to supporting externally-organised community events and this may include financial assistance where appropriate.

A delegated decision was taken yesterday (Thursday 7 June) to consider the Rotary Club's request for funding. The report initially considered the request for up to a maximum of £15,000 to ensure the parade ran safely and met the requirements of the SAG and/or any emergency service.

However, following the cancellation of the parade element of the event by the organisers, the report was amended to recommend funding up to a maximum of £5,000 from existing budgets to help ensure the family fun day meets the safety requirements of the SAG. Cllr Dave Saunders, Portfolio Holder for Regeneration and Growth, approved the financial support.

Any queries arising from the cancellation of the event should be addressed to the event organisers.

All major events held in the district are considered by a SAG and need to meet their safety requirements before being given approval to go ahead. This includes the annual Christmas Lights Switch On, the Tour of Britain cycle race, and the 2012 Olympic Torch Relay.
