The Animal Welfare (Licensing of Activities Involving Animals)

(England) Regulations 2018

On 1 October 2018 the new animal welfare licensing regulations come into force. The regulations combine and update a number of current Licensing Acts involving pet shops, animal boarding establishments, riding establishments, dog breeding and performing animals.

Licence fees and charges are currently being reviewed and will be published in due course.

If you run a business which sells pet animals you must get a licence from the local authority. This also applies if you are selling pet animals from your home or over the internet.

Determining the length of Licence and Star Rating.

A Licence will be issued with a Star Rating dependant on welfare standards and risk. The Licence will run for a period of one, two or three years dependant on the score issued.

A BUSINESS WITH A LOWER STAR RATING IS NOT NECESSARILY ONE THAT HAS POOR STANDARDS. THERE ARE MANY FACTORS THAT ARE CONSIDERED WHEN SCORING A PREMISE. These include the length of time the licence holder has been operating. This means that new businesses will be assessed as slightly higher risk simply because there is no compliance history.
