Licence Holder's Forum

  • Mansfield District Council is setting up for a trial period a Licence Holder's Forum. You can find more information at the Forum web page.
  • Mansfield District Council have agreed the new fee structure for hackney carriage and private hire licences.

The new fees came into use on 1 August 2017.

Taxi Representative Group

As a group the TRG will be responsible for co-ordinating meetings to enable the trade to raise and discuss any issues/feedback.  Where appropriate, the TRG will also be responsible for co-ordinating and formulating any relevant views to be put forward to the Licensing Authority.

Whilst the Council is unable to chair the meetings, it is able to facilitate meetings by offering rooms (subject to availability) to enable the TRG to meet and discuss relevant items.  In order to do this we would need at least 5 working days' notice of the time and date of the meeting.  The Council may also be able to facilitate your meetings by sending a representative where deemed appropriate and in order to do this, we would need sight of the proposed agenda at least 10 working days' before any meeting.

Town Centre Pickup and Drop off Points

Traffic orders that covers the use of double yellow lines in the town centre allow for the act of taxis and private hire vehicles picking up and dropping off of passengers. However once a passenger is dropped off the vehicle must then move off - the driver cannot wait for another fare or make a phone call.

Drivers must be careful when waiting for a pick up. They must not just pull up to on double yellow lines and wait.

Service Area D of the Four Seasons Shopping Centre can be used by taxis and private hire vehicles to pickup and drop off but waiting is not permitted

No private hire vehicles are allowed to pick up from or drop off at any of the taxi ranks in the town.Only Mansfield District Council licensed taxis are permitted to use the ranks.


We are responsible for licensing of the following within the Mansfield district:

  • Private Hire Operators
  • Private Hire Vehicles
  • Hackney Carriage Vehicles
  • Hackney Carriage/Private Hire Vehicle Drivers

Penalty point scheme

We operate a penalty point scheme for any offence or breach of condition by licensed drivers, vehicles and operators.

If a licence holder receives more than twelve penalty points within twelve months, they will be referred to a licensing panel. The panel may issue a warning, suspend or revoke a licence, depending on the circumstances.

Refunds for applications refused at a panel

If an application for an operator or driver licence is refused, the fee will not be refunded. It is used to cover our administration costs.

If an application of a vehicle licence if refused, we will retain the cost of the inspection and the administration element of the fee. The remainder will be refunded.

Hackney Carriage and Private Hire Policy

A new Hackney Carriage and Private Hire Licensing Policy was adopted, with immediate effect, at the Licensing Committee.

The new policy combines the previous policies and has been updated and created for the benefit of the Licensing Authority, the licensed trade and the safety of the public.

Transportation of babies and young children

Guidelines for when a child can travel without a car seat.

Drivers should also be aware that a child's pushchair should not be treated as a wheelchair and never be loaded into a taxi containing a child. Children should be removed from the pushchair and depending on their age be transported in the most appropriate travel seat. A child's pushchair should never be secured in a similar way to a wheelchair.

Section 33 of the Council's Wheelchair Accessible Vehicle Specification document states, 'A sign is required in the passenger section of the vehicle stating: "Warning: It is unsafe to carry children in pushchairs in this vehicle. Please remove your child from the pushchair before the taxi moves off."
